    Why do the Daleks resemble the ones from the dalek chronicles comic? rather than the Time war?

      it’s likely a homage to the style used on the old target book covers, where they usually appeared more cartoonish than the lifelike illistrations of the doctor (for example the target covers of The Daleks and Day of the Daleks). The daleks on this cover seem to be a reimagining of the time war design (with the proper eyestalk and dome lights), in the style of those covers and The Dalek Chronicles (accounting for the clawed dalek and the larger round fenders)
