It’s because they aren’t currently ‘relevant’. Capaldi is the current Doctor, Matt was the previous Doctor, and David recently appeared in the 50th. Believe me, if Eccleston had been in the special, he’d be in this cover.

May 23rd, 2015 - 2:06amIt specifically says on the cover that its about the last ten years, so having pics of Doctors 1 to 8 on the cover would make no sense given they don’t appear, it’d be like Wolverine all over again. Eccleston was in the last 10 years however, meaning he should appear here.
