It mentions on it the Shadow Proclamation, but in series 4’s finale, the Shadow Architect herself says to the Doctor:
“Time Lord’s are the stuff of legend, they exist in the myths of the highest or [or something like that anyone], you cannot possibly exist”.
Suggesting that the Shadow Proclamation regard the Time Lord’s as a myth, yet the plague suggests there is some connection between the Time Lord’s and the Shadow Proclamation.
