You can take “The Universe Needs You” how you like, it can either be a spin on Kitchener, or it can be a heroic phrase just like Captain Jack is a hero and a defender of the earth. Captain Jack went through both World Wars and posed as a figure in the RAF in ‘The Empty Child’ and ‘The Doctor Dances’ just like Anthony @ FP said, and he already had the coat after all! So the spitfire depicts that from his history.
