      Considering the similarities in Title (much like the Twelfth Doctor’s little quadrilogies of “The X of Winter” and “The Lost X”) and the fact that both are written by Justin Richards, I’m guessing this is probably some loosely connected trilogy/quadrilogy.

      men of war sounded a bit part one, it had its one thing to deal with, but mentions the Arch Duke Surviving, but as its et in the middel of the Daleks Masterplan, The Dr was in a great hurry to get off Earth after his tidying up of events,so the Daleks wouldnt follow them .

      Cant say more without spoilers. /its very good though, and leaves you wishing you had the next one Horrors of war with Jo & the Third Doctor.
